As a former judge on PH13, and a former Police Captain, I have had a lot of experience with Pandahut's court system. It has many flaws that need to be solved for it to be used because it could turn out to be a very good part of RP if done right. I shall start by first establishing what is wrong with the current system.

Pandahut's current system is uninteresting and useless in its current form. A court case may take 10-20 minutes, minimum, and all it does is extend the accused's sentence. For this reason, the time a court case goes for (which would be started by the judge and ended when the sentence is issued) would be compensated to either party, depending on which wins. If the accused is found not guilty, they get compensated, but if the police win, the officer who issued the charge is compensated.

Next, the system as it stands is hard to get into. A judge has to apply on the forums AND they have to be an MVP. Furthermore, a judge needs 75 hours as a lawyer AND 30 +1's (the same as CAPTAIN) to get the role. These requirements are the reason why potential judges may be discouraged from applying. Two better systems could be 1. The judges can be appointed and fired by the current mayor. There will be a minimum hour requirement and no donator rank is required, or;
2. Judges may apply without having to be a lawyer. They need 10 +1's, the donator rank is required, and there will be a general hour requirement.
These two systems are a massive improvement over the standards set by the current system.

Finally, lawyers are useless in the system. They require VIP+, are not a secondary role, and could be removed. If lawyers were removed, players could choose ANYONE to be their lawyer (and would be required to try and defend their client). This offers many advantages, such as removing the requirement of VIP+, and being a lawyer does not stop you from doing other things.

If these suggestions are implemented, they could go a long way to fixing the current system which is failing. I have written out how the rules themselves would be changed to accommodate these changes, and some other minor changes will be added.

1. Players may be charged by police after being put in jail, and they do not have to be Police Chiefs to do so.
2. A judge must be online to charge someone. If they log off, the charge is removed.
3. A player who posts bail but has been charged is still required to come to court, failure to do so can result in a warrant, whereupon being executed has to go to court.
4. A player who does not post bail will be escorted immediately to court. Escaping at this stage will mean cops have to use the warning system and on warning 3 may execute the player and the charge will be removed.
5. A player does not have to hire a lawyer, but if they do so the lawyer has to try their hardest to represent their client and if payment is requested for their services, must be given upfront. Failure to do either of these things can result in either player being punished for scamming or failrp.
6. In a court case, judges must adhere to the laws if they exist. If a law does not exist for a crime, a judge should apply common sense when making a judgement.
7. When a judge starts a court case, the /startcase must be issued immediately (when the accused arrives to the courthouse). Failure to do the command may result in a judge being stripped of their rank.
8. When a verdict is issued, the party that wins the case will be compensated for their time automatically at a rate of 500 bamboo per minute. Judges must not artificially extend court cases or they may be punished.
9. Judges must be non-corrupt, and if they commit any crimes they will be demoted immediately.
10. Note, judges may be appointed by the mayor if they have 50 hours on the server.

I love this suggestion, but I feel as if mayors appointing judges could be abused by mayors whom are corrupt. They could just strip a judge of their rank that does his/her job really well for no reason.

I think it should be a one way sort of system you know, if they are corrupt, with evidence they can be demoted. Otherwise the mayors just appoint people. Not remove them for no reason.
