Kidnappings are unclear currently how their KOS "zones" work or if they even have any. One rule that will be added without a doubt is that police rescuing will have to wear full police outfit (3 or more pieces, excluding backpack)
By "Citizens can rescue", it means citizens can destroy the base and act as actual police rescuing
Note: If someone dresses as a police officer and gets killed, it doesn't count.
