If you'd like to create your own plugins you'll need to learn some programming languages such as Java. There are many tutorials but probably not many specifically for Unturned plugins. It's hard to learn but if you're determined you'll figure it out eventually.

The programming language you need to know to make your own plugins is C#. The language you need to know to run your own server with somebody else's plugins is XML.
